Hi all. Seems like my suggestion is popular when I put it in comments so decided to post it.
For washing machines....do a rinse cycle with washing powder in (uses 7 litres of water), and then a second rinse cycle just to rinse....so clean clothes and only 14 litres of water for reuse in toilet.
Cleans clothes more than sufficiently :)

Additional hint:
Desiree Botha If you have a top loader. Do the wash. Skip the rinse cycle. Go to spin cycle. During the spin cycle two jets of water are anyway set free. Just dissolve powder soap in warm water before using it. Also use less soap. We use waaayyyy too much.
