I believe the first place to start would be:

Those who form these community committees to enact the water plan need to enlist the help of their area specific ward councillors, neighbourhood watches, ratepayers associations, churches / places of worship and even doctors (GP's) within their area's in order to identify the elderly and incapacitated who will be in need of assistance after Day Zero.

Time is wasting - the water committees need to be formed and organised NOW!
